What To Do About A Car That Probably Breaks Noise Ordinances?

I live off of a fairly busy street in my city, but we live several hundred feet back and behind a hill, so road noise is not as bad as you might expect. With that said, there is a car that drives by multiple times daily, which makes an ear-splitting 'bang' sound when it accelerates, not unlike a firework going off. I can't confirm that it's the same car every time, but the fact that you can hear it backfiring (or whatever it's doing) when it accelerates from a huge distance tells me that it's gotta be well beyond the legal decibels. I hear it 4-5 times a day, including at night. It sets my neighbor's dog off barking every time, and it's woken me up before.
Is there anything I can do about this, or is it just too unenforceable to deal with noisy cars? If it helps, I live in Massachusetts.
