Was My Girlfriend’s Medical Exam At Meps A Violation Of Consent?

My girlfriend recently went through MEPS and is now questioning whether parts of her medical exam were inappropriate or even a violation of her rights.
She was the only female examined by a male doctor, while all other women there had female doctors and were allowed to stay partially clothed or covered. She was instructed to remain completely nude and was touched directly on her chest and vaginal area. She was not asked for consent, nor given the option to request a female provider.
After speaking with other women, she realized their exams were far less invasive and were conducted through clothing or with more privacy. She now feels her experience may have crossed legal or ethical lines.
Separately, her medical documentation from MEPS contains what appear to be inaccurate and damaging entries:
A one-time post-surgery opioid prescription (5mg) was labeled as “opioid abuse.”
Self-harm scars were generalized as “depressive outbursts” despite no diagnosis of depression.
She had to submit multiple waivers based on these characterizations, which could affect her enlistment.
We are trying to understand:
Was the lack of consent and invasive nature of the exam potentially unlawful or in violation of DoD/medical policy?
Is there a process for filing a formal complaint or having these records corrected?
Would this justify a legal consultation or FOIA request?
She’s not trying to sue anyone right now, just to understand her rights and whether this was acceptable procedure. Any legal insight would be appreciated.
