Tree Damage And Hiding Evidence

I'm in Illinois. Property owner (landlord) next door was told 2 years ago that the tree in his backyard was dying.
Then half of the tree fell back in June on the other neighbor's property, causing tens of thousands of dollars in damage. This was deemed an act of God by other neighbor's insurance.
That said, landlord was again told this tree is now even more dead and needed to be removed. He refused.
Two days ago it was just windy enough that it finally fell - tree is hollow and it snapped in half.
It absolutely totaled our garage and everything in it. This tree is absolutely MASSIVE.
He's refusing to cooperate, despite this being clearly his fault.
This morning - after being repeatedly told to not touch anything on our property, as the insurance adj is coming out Monday - he tried to pull the branches that had fallen into/onto our property back onto his. This caused further support beams in the garage to snap, bigger hole in garage roof, and other additional damage.
We were recording him so he left. If he comes back again before our insurance comes out, can we call the police for vandalism?
