Traded My Boat For Landscaping Work, Now, The Guy Is Not Showing Up.

I sold my boat two years ago before winter to somebody in exchange for landscaping work. At the time of the transaction, he took the boat and would be back to do the landscaping. We couldn’t get it done before winter and the guy ghosted me all last year. We would set up times for him to come over and meet and he never showed up. This happened about a dozen times. On the bill of sale we put down $1500 but it was really in exchange for landscaping work. I have text exchanges with him where he promises to come by and promises to come by but never does. He admits to not fulfilling his part of the deal in the text. I have asked for the boat back and he said no that he’ll do the work, but at this point, I don’t trust him. What can I do to get my boat back or force him to legally do the work?
