Someone Stole My Dog And Refuses To Give Her Back

Saturday may 11th, my mom went to my grandmas around 6pm. About 30 minutes in, our dog, kiwi, (yorkie) went missing. Our only assumption is that she was at the park across the street. (Literally a 2 minute walk, you just cross ONE street). She was only missing for about 30 minutes, she couldn't have gone that far. After hours of searching, we came to no success. So Sunday, may 12th, we posted her all over facebook, & even printed out fliers. We hung them up at the park and around the neighborhood she went missing at. About an hour later, my mom gets a call saying someone was trying to sell her at the park the DAY she went missing. She is met with a man who admits to eyeing kiwi for "3 hours" (she was in the area for 30 mins), assumed she had no owner, (despite her having a harness and tag) and gave her to a family member who resides in a city 3 hours away. He offered to get her back for a price, which we did NOT want to pay this guy could potentially be a SCAMMER, I know that's everyone reading this's assumption right now. He gave us the address of the ppl who took her, it's a fake address. We ask for contact info of his "extended family" who took her, he refuses. We are money ready and willing to go to another city for her, he switches up his story and says the family doesn't want to give her back. Come to find out, he's a YORKIE BREEDER, & probably sees kiwi as a money opportunity! We filed a report and the pd REFUSES to take action! Sunday night, he finds my grandmas address and threatens her because we won't "leave him alone" about a dog HE HAS. I need some advice on how to handle this, he seems pretty violent, the way he went to a senior citizens house at midnight to violently threaten her over a dog that HE STOLE, I’m just scared. Here’s the attachments of our messages, they WILL piss you off https://imgur.com/a/4Uutswi
