Did Arbitrator Act Fairly?

I pursued arbitration against a car dealership that took advantage of me and won. Specifically, it was for a vehicle lease and the Arbitrator awarded me damages under 15 USC 1640a, 2, A, ii where it provides a statutory award of 25% of the total lease payments not to be less than $200 and not to exceed $2000. Well, the Arbitrator found that they violated Regulation M so I was entitled to an award under this statute...but she awarded me $200, the absolute minimum. Now, 25% of the total of my lease payments was well over the $2000 max, so I should have been awarded $2000. Am I reading this incorrectly, or was the Arbitrator biased?
