Shop Didn't Delete Old Key Fob, Car Was Stolen Using It (nc)

Seeking advice on a scenario for my sister-in-law, who is in NC.

Several weeks ago, my SIL's purse was stolen with the fob to her car still attached. My SIL used the spare key to get the car home, and the next day went to a shop to get a new fob programmed. They were also told all other fobs had been deleted from the car's computer so the stolen key could no longer be used.

Fast forward a week, and the car is stolen from the driveway of her house. The car was eventually recovered several days later, albeit with tons of trash, drug residue and paraphernalia left in the car. Turns out the previously stolen key fob had not been removed from the computer and was used to take the car.

What sort of recourse does my SIL have with the shop who was supposed to do the programming work? They were clear that only the new fobs could be used and they had deleted the stolen fob from the computer. Can she attempt to recoup the money paid ($400) for the service? What about any other expenses: Time dealing with the police and recovering the car, time cleaning out the car after it was recovered, money to detail the car once all the trash was removed?

Also, currently her insurance company is involved since they had started a claim when the car had been stolen and they appear to be covering some costs of cleaning as well as potentially some minor damage done by the thief. Should she be passing along this info to the insurance company so they can attempt to recover costs from the shop?
