Pushing Employees With Privileged Information

My wife works for a small private practice that has to rent space out of a larger hospital. That larger hospital has wanted to buy them out for years. They are getting more aggressive recently. The small practice has sent out offer letters to several surgeons and those surgeons verbally committed so the practice went ahead and rented OR space. The larger hospital then use those names to send out offer letters to every single person they booked OR space for, is there any sort of illegal use of privilege information or predatory behavior by the larger hospital? In this case the state is Georgia. The title is supposed to say poaching.
