Property Manager Is Refusing To Accept Payment From My Renter's Insurance Company

TLDR in the title
Long story, short: The property manager for my apartment is refusing to sign an affidavit from my renter's insurance company that the adjuster claims will release payment to the property for water damages sustained about a year ago.
When asked why the property refuses to work with the insurance company, the manager stated that it was against company policy to notarize the document since it would incur a cost and that they'd never needed to notarize one before ...which seems odd given how cheap notary services are.
At any rate, the PM claims I am now the injured party and has transferred the sum of the balance for the repairs to my ledger and says I must pay them directly and collect reimbursement from the insurance company myself, which would be fine except for the fact that the insurance company claims they can only release payment to the property.
Something tells me neither the PM nor the adjuster are being fully forthcoming and that there is more to the story, so I'm mainly looking for possible explanations for the PM's behavior and what to expect when the property seeks to collect payment and any options I have to get them to work with the insurance company.
