Property Is Asking Us To Not Flush Toilet Paper.

A new property management company has bought the apartment buildings/complex I live at, probably about beginning to mid-April. We just got a notice on our doors this evening that states "The plumbing system here at (place) is not designed to handle toilet paper or baby wipes being flushed down the toilet." and they are asking us to "use a more appropriate disposal method such as a waste bin".
They go on to say "after today Thursday, May 16, 2024 all units that are not in compliance will get a fine". They did not have us sign a new lease, my lease is up in Nov., not sure about anyone else, but the company may try to add this into the new leases for people. Also, they posted this on the doors (at least mine and my neighbours') some time in the evening, my gf got home around 5:15pm and the notice was not there. So this is very extremely short notice.
This cannot be legal, right? They also go on to say "We will appreciate your prompt action in ensuring the proper maintenance of the property". Ummm, last I checked we are only responsible to maintain our apartment (or lose our deposit/be sued for damages in extreme cases), not the maintenance of the plumbing system, not the entire property.
