Possible Child Porn

I recently found out from a friend (who is divorced and has 3 young children) that she found naked full frontal photos of her 8 yr old child on the child’s phone. The kid recently was given the phone from the father, it used to be the father’s phone and he got a new one so passed it on to the child, obviously didn’t erase everything. She believes the father took the pictures (these are not innocent bath type photos of a toddler). She isn’t reporting the father, instead she won’t let the kids go to his house, he has to go to her house if he wants to see them, which he hasn’t. She spoke to her ex-parents in law hoping they’d take her side in this and maybe the kids could visit them and that way have a relationship with that side of their family and I guess see their father (sorta supervised by the grandparents). The ex-parents in law have encouraged their son to go back to court so he can see the kids, and they’ve said that as the phone is now in mom’s possession that she can’t prove dad took the pictures and it’s gonna be in her if anyone finds out. So my thoughts are this needs to be reported, right? Reported to whom? Local police? CPS?
