Police Lost My Property.

Atlanta, GA. On Monday I was robbed. I quickly submitted a police report of the stolen items: my car and my phone. On Tuesday, I got a voicemail from a man contacting me to let me know he had found my phone in a park and turned it in to the police. I check Find My iPhone and confirmed, yes it was currently at a nearby police station. So I went to the police station and was informed that they had it and it would be send the the Atlanta Annex for lost property and to pick it up there. Today I went to the Annex and they did not have my phone and I also learned that nothing can be submitted to the Annex for pickup unless a name is included, and the police at the station did not ask for my name so it is still at the police station. I went back, and after the police searched the entire station for about 30 minutes, they told me they cannot find my phone anywhere. There is absolutely no possibility it is at the Annex, meaning the police have lost my property. What can I do from here?
