My Neighbors Massive Dead Tree Has Been Laying In My Yard For Months. Help!

I know this subject has been talked about in here a while back but I heard many different opinions. Anyway, my neighbor, who moved in 6 years ago, has about 20 massive trees (60 to 80 feet tall) on his property that are all 100% dead, it looks like a tree cemetery. They are over 70 years old and all died within a few years of each other and have been dead totally now for about 3 years. Last month one fell in my yard, not near my house, as I have a few acres, but in the very back of my yard and now I can't mow back there as it covers about 50 feet of my property. I was nice and asked if he could remove it and I would help with labor, he owns a landscaping business. He first told me the trees were mine, which I know he doesn't believe, because he already cut a few down that were right next to the one that fell, and he never contacted me or tried to charge me. He told me that since it fell in my yard, it's my problem and if I want it removed, it will be 2K. He then told me there are a lot more dead ones that will probably fall on my property and he wants 15K to remove the 6 closest to my property. I asked him why he felt it was my duty to pay him to remove his trees on his property? He told me because once they fall, he will charge me more. I tried to be nice, but for the life of me, I can't see why it is my responsibility to remove his 70 foot dead trees. He is being a real @$$ and won't even work with me. Any suggestions on what I should do? They are getting so brittle that one could fall on me while I'm in my back yard on a windy day. BTW, I live in Pennsylvania. Thank you
