Do I Report? Can I Report? Same Man Harassing Me Every Morning.

Hello everyone. I am a high school senior (18) and this entire school year every single morning I walk to school this same EXACT man honks at me at the same spots along my route. He actively looks for me and once he spots me he honks. No idea who this guy is, and he doesn't even have a license plate from my state... It's ludicrous and as a girl it's terrifying and I've had to walk with my brother to school now mostly. One time he slowed down next to me and stuck out his tonge smiling and shaking his head. I don't even know if I can report him for this but I have his license plate number, car model, the works, I even know where he's from because there a flag on his windshield. I feel followed because sometimes when I leave later he’s coming from the opposite direction of the street meaning he’s likely making laps!!

Any next step tips would be appreciated.

HELP. I feel unsafe and I don’t know what fully constitutes as harassment.
