My Mom’s House Has Been In The Process Of Being Built Since 2021 And It Is Still Not Done.

I want to start by saying I’m not sure what type of law this falls under. My mom is having a custom house built. It is a small 3 bedroom home in a residential neighborhood. She has been working with a building company that has been building the home. They initially gave her a completion date of June 2022. It was then pushed to December 2022, then February 2023, then August 2023, then December 2023. Here we are in May 2024 and the house is still not complete. Due to these completion dates, she has signed several short term leases at her apartment. Her rent has increased each time she’s had to sign a new loan due to the house still not being complete. What was originally going to be just a few months of rent turned into years. She did the short term because it seemed to be more affordable than breaking a year lease at the time. For reference she has a USDA loan for the house and she put 100,000 down. Many family members have been urging her to take legal action due to the years this is taking. Does this seem like something she needs to take action over? She is retired and unfortunately does not have a lot of money to retain a lawyer if this isn’t something she should seek legal action for. I’m wondering if anyone is familiar with the law around building homes, the time frame, and when a USDA loan is involved. I appreciate it.
