My Dog Bitten By Neighbor’s Dog Through My Fence.

TL/DR: Location: Long Beach, CA. Neighbor’s dog bit mine in the face through my fence. $1200 bill. Should I hold strong on liability and insist they pay or cough up a percentage , and if so, what would that be?

My best friend and service dog in training, 55lb golden doodle, was in my front yard after dark. I heard some barking then yelping from my dog and came running, as the people walking theirs were quickly walking away. I ran after them and asked what happened- they said the two dogs clashed at the fence, but figured it was minor. Come home to find out his nose is basically bitten through and needs stitches. Vet bill for everything is $1200- luckily my vet was still open and no emergency charge. I brought the bill to my neighbor’s place and they offered to pay half. Now… I don’t want to be an asshole or greedy, but my dog was behind my standard white picket fence, therefore I really do not see how I’m liable for them not controlling their dog. What is the right thing to do here? Should I take on a percentage? Threaten to take to small claims if they don’t pay the whole thing? Thank you for your help!
