Minnesota Property Line Question

I live in a city and my garage door faces the alley. The neighbor next to us has a garage that faces into our garage. The neighbor wants full access to drive across our concrete pad for easier access to their garage. I have a small rock bed he’s driving over and ruining.

I dug up a couple of bushes and set the root balls there on our property for pickup by the city, and he threw them across the alley.

I pounded a few bright orange stakes into the ground against our concrete pad to keep him off our property while I figure out next steps. He came over to say that he can’t access his garage with the stakes there because they prevent him from driving over our property. He explained that he can’t charge his Tesla because he needs to get it into the garage to charge it.

I don’t want to be a jerk, but this seems absolutely unreasonable to expect me to keep our property clear for his use to access the garage. I should note he rents the property.

Any recommendations?
