Middle School Bullies Broke My Son's Leg

My son is 13 and in the 8th grade. On Monday, two other boys who regularly bully my son and his friends were given brooms to sweep up after tech class. They went after my son with the brooms and he tripped over one while trying to get away. In this fall, he sustained an occult tibial plateau fracture. The school's solution was to remove one of the boys from tech class for the remainder of the school year "bc he has lost his tech class privileges". I am not satisfied with this result. I don't want money but I do want the school to actually care enough to do something to stop this from happening again. Can I sue the district?
