Lowe's Has Not Fulfilled My Order For 2 Months. Any Legal Recourse?

I live in CA. I didn't grow up in the US so I'm not that familiar with the laws here.
I ordered custom blinds from Lowe's on March 10th. They scheduled a technician to install them. A few of the blinds I received were broken/wrong size. The technician filed a work order for replacement blinds on April 15th. The store has received this work order but has not placed an order for the replacement with the manufacturer. Every time I call, I hear "we're working on it sir, we'll let you know when we have an update". I'm enormously frustrated. It's at least $3000 worth of blinds.
Do I have any legal recourse? Any complaint I can file? Or am I just SOL?

Yes, I've been to the store twice. Once, nobody was there and most recently, they told me they'll place the order and call me, but they never did.
EDIT: I placed the order with my credit card but I've since paid the bill. I should also mention that they installed 5/8 blinds I ordered. 3 of them (the biggest ones) were broken/wrong size.
