Local Municipality Using "right Of Way" To Justify Destroying My Property

So my local municipality decided my hedges were suddenly a fire hazard to the neighboring property (never notified of an issue prior and the hedges were here before I bought the property in 2017). They ripped them out from the roots with heavy machinery before I even got a chance to stop them or discuss anything. Now they are claiming these bushes were in a "right of way". What can I do? I just want reimbursed to replant
Edit: we have no documentation of this being a right of way. Our deed and land survey (from different years) both do not identify any right of way or easement
