Kid’s Father Refuses Me Moving 60 Miles Even Though I’m Being Fair

I am in the state of Kentucky. I have three kids from a previous marriage. During the marriage, their dad was very abusive to me and I needed to get out. I did so. That was almost 8 years ago. Since then, I’ve supported them on my own. He gets them two days a week (which he controls because his schedule changes all the time and he insists to only get them on his two days off). I agreed with him outside of court on $400 a month for child support and he has paid it here and there and even now is 4 months behind. He has a great job and makes much more than I do. I am having to pay for everything for the kids on my own. I am a teacher and have been getting my PhD and I want to move about 60 miles away in the future so that I can teach in a better area and make more money. Not only that, but I met a wonderful man who treats them so well and we plan on getting married a little over a year into the future. He will also be getting a job there making about 100,000 a year. It isstill only 60 miles from the hometown. I told their dad that I would bring them in every Friday and pick them up Sunday evenings. And that during the summers, he could see them way more. He refused. Do I have a shot?
