Highway Patrol Is Saying My Girlfriend Is At Fault For Hitting A Box That Fell Off A Truck

This all occurred in Tennessee

My girlfriend was driving on the interstate, and the truck in front of her started losing the boxes it was hauling all over the road. She was unable to avoid hitting some of them without risking further damage to her car or others. In total, 2 cars, including my girlfriend's, hit the boxes. She called the highway patrol for a police report, and the responding officer said she would be at fault for following to close and talked her out of filing it. How is the truck driver not at least partially responsible for not securing their cargo properly, and how should we proceed from here?
