Help Dangerous House Filled With C02

I ( 52 f ) live in GA . My son in law wound up in the hospital with carbon monoxide poisoning after entering a house. The C02 detector was alarming, and the landlord was contacted . The landlord arrived, and all that was done was the button on the detector. It was pressed multiple times, and each time, the alarm went off again . The landlord said the detector simply needed replacing. The man from the fire department then walked into the residence, and the landlord told him it was a faulty device, so they took the detector and left. No test was done in the home . 24 hrs later, my mother passed away in the home . I am very concerned about the next tenant that moves into that house. What can be done to force and actual inspection so that no other person winds up in this situation?
