Health Services Employee Saved My Phone Number Is And Is Sending Inappropriate Messages

Like the title says, here are the full details:
I used Teladoc Heath services a couple of weeks ago for a personal issue. The employee I spoke with on the phone recently contacted me on WhatsApp and has sent a few messages at late hours, calling me "beautiful" and asking a question regarding the personal health issue I used the services for. I did a reverse number search and found his full name and location, but also got him in the chat to admit his name and that he did indeed save my number from his workplace saying I "sounded cute on the phone." I've tried contacting Teladoc through email, phone call, and 3 DMs in separate platforms and am getting no response. I used a health service under the impression that my personal information would be kept private and used professionally and it's a huge breach of trust and feels very uncomfortable.
Is the use of personal information from a health service like this protected? Is this the sort of situation that could be pursued with legal action?
I am based in California, the employee is based in Texas. The company is headquartered in New York and Texas. The interaction occurred on the phone.
