Got Towed From My Own Parking Space

I'm posting this on behalf of my mother. This just happened to us today and I want to know what we should do? For the last three days I took my mom on a mini vacation to another state. So we parked her car in the back. She rents and she's been there for years. It's a house and she's lower. So we park in the back and we come back to find her car towed. $438 fee to reclaim it. She was definitely furious. Her neighbor upstairs left her a note saying that he pays extra for both of those parking spots. My mom was never told anything like that. The note also asked us to please move our car or it will be towed and if we had any questions to ask the landlord. So we call and text and the landlord finally answers and says "I do not have a tow company that patrol that area." Thats all he said. And when we scraped up the money to pay for her car to be released, the reasoning said " Management Requested: Not Paying for parking.!!! This is a crazy situation. It's on her lease that she gets a parking spot in the back and she's been here longer than them. She's been renting here for YEARS. They are fairly recent. What should we do??? We have pictures of the note, the reasoning on the ticket and everything else. At one point the neighbor came outside (before we read the note he left) and after we explained it to him he said "Ask the landlord i have nothing to do with that." Clearly he does if he left a note asking us to move the car or it'll be towed. This is ridiculous.
