Dog Bite By A Service Dog?

The apartment that I live in has a policy that no pets are allowed. I’ve been living here for almost 15 years now and a year ago, a young lady and her grandmother moved in to the 2nd floor (I live on the 3rd floor). Then I started hearing barking (a BIG dog’s barking) and that was when I realized that they have a dog. I asked the super and she said the dog was the young lady’s service dog. I hear the dog barking almost everynight (1am or 2am). I was very upset as my dad was a recent organ transplant recipient at that time and he was no supposed to be near any dogs. I sent a letter to the landlord as suggested by the super and the their responses that there is nothing they can do as the dog is a service dog and the owner has all the documentations and stuff.
And yesterday, my brother and I were walking right in front of the apartment (we were about to go for a walk) and the owner of the dog were there holding a baby(apparently she has a baby too) and her friend was holding the dog and then the dog bit my brother’s hand. The dog was on leash but I guess the friend couldnt control the dog. His hand started bleeding and the dog owner’s response was “that’s why I asked you to go around” and she went back in to the apartment without any apologize. My brother didn’t hear her asking him to go around and that’s why he just tried to pass by. We were just standing there confused and angry and she finally came down with her friend and said sorry.
We filed a police report and they sent some officers to us and spoke to us, the owner, and the super. Police verified that the dog has been vaccinated and registered in the town.
My brother’s hand is not so bad right now (it has some scratches tho). So my question is what should I do? If I call the animal control, will they be able to take some actions (having the owner put a muzzle on her dog) or something? There are so many kids in the apartment so who knows a kid will become a victim next time? This is NJ btw and the dog is a Great Pyrenees.
