Contractor Charged A Line Item For Permits And Didn't Pull Them ($15,000 Bill)

(Richmond, VA, USA) I had a fairly large, reputable contracting company replace a sewer line 6 months ago. We were quoted $9k originally, and the final bill wound up being $15,000. One of the line items was "Obtain all necessary permits and inspections" for $4200 (it was mixed in with other line items under the same charge). I checked with our city building department and no permits or inspections were filed.

They also broke two water mains and ran over our fence with an excavator and partially buried it.

I'm trying to figure out how I should go about addressing this...

  1. Would I be entitled to damages in this situation or am I out of luck?
  2. Should I reach out to the company directly to clarify the permit situation? Can I ask for a full or partial refund? Or should I go straight to a lawyer?
