Child Care Negligence? (greensboro, Nc)

My daughter has a severe allergy and was exposed to the allergen at day care yesterday. Neither myself or my wife were notified of the incident until my wife went to pick her up and saw she was having an anaphylactic reaction. Both the designated responder for medical emergencies and their alternate were off premises at the time. The allergy is documented and we provided them with two epipens to use, which they did not. No one at the facility made any attempt to get medical care for my daughter in this emergency. They wouldn't even give her water, saying that the water pitcher was already put away. My daughter ended up having to be transported in an ambulance to the ER to be stabilized at our expense.
Do I have options to sue to recover medical costs related to the incident? I can not trust these people to watch my child again, is there a way to recover costs related to finding a new daycare? Does this qualify as maltreatment?
