Car Theft

I’m in a weird predicament and I don’t know where to go from here. A couple of years ago my grandfather’s health started to decline. When it began he came to me and told me that he wanted to transfer the title of his car into my name so that when he could no longer drive it I could take possession of it, so that’s exactly what we did. We went to the dmv together and transferred it into my name, and now I have the title of the car. Fast forward to now, and the time is here where he is now medically unable to drive. A week ago I talked to him about me coming to get the car so that I could drive it, to which he agreed. Today I went to go pick it up and the car is not there anymore. He told me that he has decided that he’d rather sell it and keep the money for himself, and that he had someone else pick up the car so that I couldn’t take it. I told him that’s not what we agreed and that it isn’t his choice to make because the car title is already in my name. He wouldn’t hear me out or tell me where the car is , so I called the police to report it stolen. The police proceeded to tell me that this is a civil matter, and that they couldn’t get involved without a judge order because his actions indicate that he is contesting the title. What are my options from here? I don’t know if I can afford an attorney for a civil case. Also, what is even the point of having a title to a vehicle if someone else can contest it and law enforcement can do nothing about it?
