Apartment Requiring I Sign Utility Authorization Release Form?

Hey all, I’ve been living in this apartment for over a year now. They’ve taken money orders from me twice in the past and claimed I never paid my rent. When I opened an investigation, it was shown that my money orders were in fact cashed by them. I let it slide, and didn’t receive an apology at the bare minimum. Now they are harassing me to sign a paper that releases my electricity bill to them, because allegedly, “Residents have been complaining about higher electricity bills so we want to meet with the electricity company to get your bills lowered.” I don’t believe that for a second- and also my electric bills have been just fine, and every apartment Ive lived in has used this company. On the bottom of the form it says “I understand that I may cancel this authorization any time by submitting a written request to management name and my electric/gas company. Does this not mean it’s optional?? They are telling me it’s required and I don’t trust them for obvious reasons.
