Am I (tenant) Responsible For Paying Storm Drainage Fees If It's Not In My Lease?

I've rented a home for nearly four years from this landlord and haven't been asked to pay fees for Storm Drainage previously.

However, yesterday my landlord emailed me a copy of the bill which he said he'd already paid and wants me to reimburse him.

My lease specifies that the tenant pays "water & sewer to be paid to the city's Water department". So my landlord says this bill falls under that category. But this bill is from the city's Department of Transportation and Infrastructure, not the citys Water department. My name is on the water & sewer bills but his name was on this bill

The bill is for $312 which is for last year and the first quarter of this year. Legally, am I responsible for this bill? This is in Colorado.
