A Virginia Power Company Cut Down 4 Of My Shrubs Without Giving Me Notice Or Me Granting Permission

Yesterday this Virginia power company sent some people to the back of my lot and cut down 4 of my shrubs at the base of the plant. I was never given any notice or request for permission. I told the cutters to stop work but it's already too late, the entire wall of vegetation I had to insulate me from the main road behind my house is now gone. Speaking with Power company, they are trying to say I likely didn't see notice on my door or was not home to receive it. I work from home so it sounds like total BS. They clearly didn't realize these shrubs were on my land and are trying to explain their way out of it. These shrubs have been here for at least the last 10 years based on the rings I could count and the highest was about 15 feet. Based on Power company's own webpage on right of way, it shows that for high power lines 50 feet or above that I can have plants that do not exceed 15 feet at maturity. I have no idea why after these being here for 10+ years they decided to do this and think they can get away with it. Just because they have an easement doesn't mean they can just cut down whatever they want right? If so, why did they cut down the plants to the ground and not destroy my fence as well? My fence is 7ft tall, so they could have at least cut everything down to 7ft tall and let it regrow. This Virginia power company is also trying to say these plants are "volunteer" plants as in, they were not intentionally planted where they are. This is BS as well since they are all planted in a line along the inside of my property line. This was 100% intentional planting by the old owner of my property (I have only owned since 2018).
What are my rights as a property owner? The city even told me that they should have gotten permission and this is a civil matter at this point. This Virginia power company is saying their easement goes above the authority of the city and everything they do is allowed and any notice they give is just them being considerate of the home owner but nothing more than that. These Shrubs didn't impact the functionality of the power line.
