[oregon] Did My New Landlord Find A Loophole To Rent Increase Limit?

So I got a new property manager and they are raising rents, which I expected.
They raised it the max amount (10% this year) from $925 to $1017.
The thing is my original lease with the old property manager the $925 included Water/Sewage/Garbage.
The new lease has removed that provision and made it a separate charge.
So my question is if a portion of the $925 was being used for those utilities (let's say $25 for quick math) then my "rent" was actually $900 and the amount that it should have been raised to $990.
I wouldn't be surprised if this is totally legal and just slimey. Wanted to get this answered before I signed anything.
