[co] Is There Any Way To Get My Roommates Cat Removed From Her Care Because She Is Severely Neglecting Him?

Background Information:
My roommate has a cat that she has neglected for months. The cat is registered as an ESA. He is very overweight (10 months old and 13-14 lbs). She does not give him proper access to water or clean the litterbox often (3-5 days usually). She will leave and plan trips and not arrange for him to be taken care of- she asks us last minute if we will feed him and take care of him. The cat is out of control and very destructive.
We have had multiple conversations about how to help her and the cat but none of them have worked and she continues to neglect and not properly care for him. He is destructive because he is not getting the proper amount of attention or good care. He has destroyed many items in common areas and private rooms. She has apologised but has never paid them because she guilts them by saying she is "poor." She will use this excuse to not take him to the vet, get him better and healthier food for his age and weight, buying him a bigger cat tree, and getting a larger cage to take him on a 20 hour road trip. My other roommates have let it slide for months but I am done letting her be irresponsible.
She refuses to get him new food that is healthier and better for him than fatty kitten food, call the vet, and buy him a larger cat tree and toys to help enrich him and keep him from acting out. She does it because "she has no money" but she goes out and drinks and buys stuff for herself all the time. She refuses to set up his water fountain she bought because it is "too much work to maintain, she doesnt want to set it up and clean it up, and she does not want to pack it because it takes room in her car." She also plans to put him a cage that is too small for him because he is fat. She plans to put him in a small cage to "save room" in her car so she can "bring all her stuff with her and she doesn't want him to take up more than one seat"
She will also leave him with no plan for over a week sometimes. She plans trips and she does not ask us to take care of him or offer any compensation. She will ask us last minute if we can watch him and take care of him. She does not plan properly or care for him in general.
One of my roommates is in denial and refuses to acknowledge she does not take care of him. My other roommate (there are 4 of us total) has talked to her multiple times and also shares the same concerns about his health and safety. One roommate has agreed to be a witness for whatever process we end up in.
I messaged leasing office to express concerns about health and sanitary conditions with his litterbox and his excessive damage to the shared spaces. My roommate also sent an email saying that she will corroborate my statements and she has been witness to all of it. I also filed with the humane society sharing the same information I put on this post and some more. Both offices will get back to me by Monday.
I am genuinely concerned for the animal and would like to know if I have done everything I can to help him. He is not safe in her care and I worry about the neglect getting worse when she moves across the country alone.
What is the proper process besides the humane society and lease? Have I done everything I can? What is the process if they decide to investigate and what is the likely outcome? Anything else I should know?
