(ca) Found Out Landlord Historically Refuses To Return Security Deposit To Tenants. What To Do?

Hi all, I'm cross posting from r/asklosangeles.

I found out my landlord historically refused to return security deposits to the last 2-3 tenants where I am currently renting. I only found out after I signed the lease. I reached out to the previous tenant who told me that other previous tenants took the landlord to small claims court, and won. However, when they tried to garnish his wages and have the sheriff's office try to serve our landlord, he kept filing to delay. He owns several rental properties, and it seems like no tenant has ever received their security deposits.

I'm planning to move out early next month at the end of my lease (during the first week of June). Can I use my security deposit to pay my last month's rent? My lease contract specifically says I cannot do this, but what would be the legal ramifications if I try?
