Who Am I Really Paying Child Support Too?

So my son’s mother has full legal custody. He is 12 and I have been paying court ordered child support off and on since he was born. A few years ago they moved to another state so that state was collecting my payments from my employer. However, when they moved out of that state and back home the order was canceled and no other order was put into place. Now fast forward two years. I get a letter in the mail from Arkansas Child Support Enforcement that a case for support was opened. I will be receiving more information in the coming weeks or months( this was almost two months ago and still nothing). When I messaged her and asked what the situation was she told me that our son was staying at her mother’s and is in school so she can find housing assistance in Oregon. So my question is, can Arkansas enforce this even though the custodian parent is living and working in a completely different state than the child? How does that work? I have not been great on keeping up with my parenting time since I work 60 hours a week just to barely survive, but isn’t leaving our child in another state without telling me a violation of our court order? And since the previous order for support was cancelled, will I now be considered in arrears for all of that?
