We Don’t Own The Car We Paid For

My husband and I purchased a car right before COVID. It was a couple selling their mom’s car since she could not drive anymore. They originally couldn’t find the title, requested new one from DMV, found original title, signed that one over to the bank. When they received the replacement title, they shredded it.

Bank and myself had tried to contact the couple before shutdowns and then claimed our case got “lost in the cracks of Covid”

Fast forward, we paid off our loan, never received title. Bank is telling us they can no longer help us (won’t give us copies of all paperwork/originally signed over title), sellers telling us they “cannot circumvent the bank” and that they “have done everything they can”

We have gone to the DMV multiple times, begged the bank to help us, and nobody, including original sellers will help us. We get confusing and different answers from each institution we ask.

What is the best next step here?

Clarification: the sellers filed for a lost title, then found the original and signed that one over to the bank. When the sellers received the replacement title, they shredded it.
