Upstairs Neighbor Constantly Rinses Deck Over Storefront

I own a ground level commercial unit that is leased out. The building is three stories and the upper two units are residential. The three owners are a condo association. The main water valves for the building are in my unit. The owner directly above me has a janky pvc pipe setup that runs up the side of the building to a hose on her front and rear decks. I need to turn off the water to her hoses every winter. The pvc setup routinely develops leaks and caused a water bug infestation in the building a couple years ago. She is constantly using the front hose to rinse off her deck directly over my tenants store front. There was a gutter that somewhat helped catch what she rinsed off. Last year I had to replace the fascia behind the gutter because all the moisture rotted it away. The gutter was full of all kinds of things; dog poop, mud, hair, trash, just full of nasty gunk. The whole down spout was packed solid. I told her rinsing all this nasty stuff onto my front door was unacceptable, especially dog shit. The constant rinsing is becoming an issue for my tenant now. Customers don’t want to enter a store through water runoff. What recourse do I have? A gutter kinda helps, but doesn’t solve the issue. Should I just refuse to turn her front hose on? She has another hose on her rear deck, and other points of exterior water access. I’ve tried talking to her and explaining that this is gross and disrespectful, but she just keeps doing it year after year. I have another similar ground level unit in another part of town and the upstairs neighbor doesn’t have a hose on their deck. I’m trying to keep the peace, but this woman is just going to do what she wants to do. The third owner of the building is indifferent as it does not affect them.
TLDR: Upstairs neighbor constantly rinsing gross things off front deck over storefront. Causing issues with tenant and customers.
