Upstairs Neighbor Broke Faucet And Flooded My Condo And I Have No Insurance.

I came home to my downstairs condo flooded and raining from the ceilings after work. After calling the fire department they said the upstairs neighbor (renters) was trying to fix a faucet and broke something and didn’t know where the main water shutoff was.

I had a restoration company come for emergency mitigation, but they are refusing additional service until I get the upstairs property management’s (separately managed from the condo HOA) insurance claim information or pay out of pocket. I’ve called and asked multiple times but they are refusing to give it to me claiming I must upfront the costs and they would reimburse me. But it’s all been through conversation and nothing in writing so I am hesitant to follow that route until I get it in writing. I also can’t afford to front all the costs as even mitigation alone is being estimated to be 12k+.

I know I am stupid for not having insurance, but I’m at a loss at what my options are. I feel like my life is ruined and I will lose my place because I can’t front all the repairs. I think I will have to try and figure out how to pay and continue the mitigation out of pocket at least so no additional damage will occur. Currently trying to find an attorney that will look into this

Edit: the property manager for upstairs is separate from the HOA managing the entire condo complex.
