Texas Unemployment Office (twc) Won't Give Me My Refund Back.

In February, I received a notification stating that the TWC had garnished my tax refund due to an alleged debt for unemployment benefits. This was perplexing as I had only applied for unemployment briefly in 2020 during the pandemic.

Subsequently, it came to light that someone had fraudulently used my SSN to claim unemployment benefits for a longer period in 2021. Following an investigation, it was confirmed as fraud, absolving me of any liability.

However, despite this resolution, I have yet to receive the considerable sum deducted from my tax refund four months later. Despite regular inquiries, the investigator assures me they're addressing the issue, but the delay is causing financial strain.

Considering the urgency to repay student loans and attend to my dependents' needs, I'm uncertain if this prolonged delay is standard procedure. Should I seek legal counsel, or is there another avenue I should explore for resolution? I'm frustrated that it feels like I'm the on to blame when it's their lack of adequate filters and protections for verifying the identity of those applying for unemployment benefits that's the real issue here. Should I contact a lawyer? If so, what's a good site or option?
