Terrifying Upstairs Neighbor

I live in a duplex, I'm on the bottom floor and my neighbor is upstairs, and my neighbor is a living nightmare.

About a month in, she came up to me and screamed at me for not taking her trash to the road for her because she had apparently been doing this for me. I live alone and don't have much to throw away, so essentially she assigned herself the task of taking my empty garbage can to the road for some reason. We had only spoken once at this point, I had not known this would be an expectation, and I don't know why she expected this. I wrote her a long text essentially saying that I appreciated that she did that, but that I did not want her to assign herself this task on my behalf because I rarely needed help with it and that I can't uphold the task of bringing her trashcan to the road because I work 3 jobs with sporadic schedules and can barely get to that task even for my own benefit, let alone hers as well. I was still trying to keep the peace at this point.

She has decided she is the only one who can use the front door. I am locked out every day because she puts the chain up. Additionally, for a while we were both checking the lock at night to make sure that the front door was locked before bed, until one day i accidentally locked her out because it was 3am on a Tuesday and I thought she was home. I woke up to her beating my door and when I opened it she freaked out on me and screamed at me about it even though she locks me out daily. I apologized and now I just never touch the lock because I'm afraid she'll freak out again.

One night, a bunch of drunk college kids parked in our driveway for some reason. I wasn't really bothered by this, but she was because it was 1am on a Wednesday and she has kids (which is fair). So she decided, for some reason, that instead of just calling in a noise complaint to the police or something, that she was going to go outside and confront them. I don't know what she said, but the yelling outside got so loud that I was just frozen in my living room hoping that no one would get hurt and wondering if I should call 911. It escalated so quickly and was one of the most terrifying things I had ever seen. Luckily, a different neighbor was walking by and pushed her inside and told her to stop. She broke down crying about it, but all I could think was "oh my god, why would you do that?" because I was legitimately afraid she would get killed because of how much it escalated. This clearly wasn't directed at me, but I felt it was a terrifying and strange thing to do and speaks to how erratic these outbursts are...

A few months ago, she got a washer and dryer. We both have separate outlets in the basement to install them that are hooked up to our own breakers and are billed separately and mine have been in since 3 months before her lease began. She decided to just unplug my dryer and start using my outlet. I overheard her, and the person who installed it with her, the day they installed it talking about unplugging mine and, sure enough, when I checked later they had just plugged hers in. Anyway, I was going to suck it up because she's such a hot and cold nightmare to deal with (I'm not living here forever, y'know), but that was definitely a mistake. Apparently, the constant unplugging and re-plugging in her dryer made the plug itself break on her machine. She then decided to text me all these insane messages saying that I purposefully broke the plug on her machine by ripping it out, when that's what she had been doing to mine. She's been sending me freak out message for days accusing me of different things wrong with the building, her dryer, etc.

So anyway... what on earth do I do from here? I am beyond terrified of this woman and I haven't slept because I'm afraid she's going to beat my door down. During the other instances, she flared up at me and then calmed down later, but now it's been days and she keeps sending me messages. On top of that, she is essentially saying i can't use my own dryer. I have no idea what to do and am afraid she's going to do something crazier than normal because she seems so stuck on it.
