Spoofing From A X-friend. Harassment

I had a friend from elementary school who I blocked on everything and stopped talking to. We hung out on and off for years but there was always something off.
I found out through tons of psychology research his toxic games and the things he was getting me to do and doing to others. I was pretty naive when I was younger.
So I stepped out of his life. Now he calls me everyday from a spoofing app or whatever about 2-8 times a day. I seriously don’t know what to do. I’ve thought about a restraining order and somehow getting him caught with the fake numbers, but from what I’ve read there’s no way to prove it’s him.
Is this true?? Is there really no way to track the original recipients phone number through the spoofed phone numbers?
I really don’t want to change my number, I’ve had the same number since my first phone. Plus he’d probably manipulate a mutual friend anyway to give him my new number.
What can I do in this situation that won’t end in me going to the police station, and then telling me there’s nothing I can do..?
