Social Worker Wants Me To Let Her Enter Her Client’s Home To Do A Wellness Check

Hello,
We’re based in California. My mom rents out her bottom unit to a veteran who has a social worker. He doesn’t own a phone and doesn’t seem to like electronics. He tends to go out during the day and comes back at night.
His social worker claims she has not seen him for 125 days because she cannot get a hold of him (due to him not owning a phone and not being home during the day).
We run into him a lot since we live in the upper unit and he seems fine. We’ve asked him to reach out to his social worker to let her know he’s okay but he hasn’t done so for some unknown reason.
His social worker keeps calling my mom to let her do a wellness check by opening his unit for her to enter. We’re not sure if we can legally do this without his permission or the police present? Since it’s a wellness check, she says we can open up the unit for her without his permission. Is this true? Even if we do open the unit up for her, he won’t be home as he’s usually out during the day. She only comes during the day when he’s not home and he gets back at night when her shift is over.
