Signed 4br, Legally 3br (order To Vacate) — Breach Of Lease?

Hi,
A groups of interns and I signed a 3 month lease for 4BR in Harlem, Manhattan. During the tour, we were told that a bed could be placed in the cellar which we assumed was a legal 4th bedroom. We have this on video, and the lease contract says 4BR.
However, a building inspector came in a couple days ago (we consented) and took photos of me sleeping in the 4th bedroom and told us it was a flooding and fire hazard due to bars on the windows, etc. This morning we get a partial order to vacate (and an email from our landlord asking to move the bed upstairs) from the NYC buildings commisioner because sleeping in the “cellar level” is not allowed. However there are only 3BR upstairs and we clearly signed for 4. Did our landlord mislead us? Why did they agree to the lease?
What steps should I take?
