Should I Be Penalized At Work?

I work at a paper mill in Texas. In my living area they issued a shelter in place or voluntary evacuation the past couple days due to horrible flooding. Possible life threatening flooding. In my particular living area, conditions were not good to leave my house. Water was almost 6ft high. I was told they have no natural disaster policy and basically told me if I didn’t come in, I will be penalized and could lose my job due to the number of points I would have after missing 2-3 days. I would have to use vacation days I don’t have because I haven’t been there long enough to be able to earn vacation yet. Can they do this?
