Shop Has Van For A Year. Now They Are Closed?

So I left my van with the local small town Ohio mechanic almost a year ago. It needed serious engine work. The days turned to weeks. Then months. He kept saying it was one thing, then another but that it would be fixed in "two weeks". Calls were rarely answered and messages never returned. I would have to physically go to the shop for updates. A month ago he said he had the part and he was absolutely going to have it fixed in three weeks because he was stepping away from the business for health reasons.
I stopped by today and the shop was closed during its regular business hours. There is no indication the van has been touched in months (it is outside). I want to scrap the van. A new engine isn't worth the money. At no time have I gotten a bill or a written or verbal estimate. But I am afraid to do anything lest I get a mechanics lien or accused of theft. I have been paying for insurance on this vehicle for a year and its gone nowhere but I am told removing the insurance is BAD. I have no idea how to proceed. I don't want to sue the guy if it can be avoided. Plus the cost of a lawyer might be prohibitive for a van that's only worth $3-4000 when running. Advice would be greatly appreciated.
