Roommate Sent Money On Venmo, Then Disputed The Charges With His Bank And They Took It Back From Me. What Can I Do?

That pretty much sums it up, but the long story is:
Had a roommate not paying rent for 3 months, not only that pocketing a third roommates rent for that time. We were all pretty close friends so it was a shock when the landlord finally called me. The roommate who was stealing went to PA to get the money from his brother. At one point, he sent me 2 Venmo's for $999 (two months rent for the 3rd roommates room) because cashapp to the landlord wasnt working. I took it and sent it to the landlord immediately. Then, a month later, I get emails from venmo that the sender claimed to have not made the purchases, and the bank sided with him and took $2k out of my account, locking it up because I only had $100 in it. So now I owe $2000 somehow, because I cant get it back from the landlord.
I have talked to the Criminal Roommate and he says he didnt refute it, but was overdrafted so the bank did. Thats a lie right? Now he says his brother is going to send me a check, but if I text too much he turns his phone off, because he is a lowlife who has stolen $5000 from his good friends lol.
What can I do here? What do I say to try and file a police report? Is this something I could take him to court over? It all is fucked and I am super upset about it lol.
