Raw Sewage Left To Fester In Basement For Months

Multifamily property with four tenants. Sewage problem appeared about a month after I signed new lease in 2022. I had just stored my things in the tenant storage area and had to discard several boxes of items, mostly photos and personal papers. Management was informed of the problem. No actions were taken, and the sewage drained out on its own.

In 2023, it happened again. The sewage accumulated for about a week then drained on its own. Maintenace came in about a month later and cleaned the basement. That same week, both myself and my oldest child woke up feeling intensely dizzy. The heat was running and I immediately suspected a furnace issue, but when maintenance came to check the furnace everything was fine. I did not at the time connect it to the sewage issue.

The basement filled up with sewage again about three months ago, this time not just limited to half the basement, but deep enough to spread over the entire basement floor (about 32' x 20' area) and is at least 8" - 12" deep of liquid sewage, sodden toilet paper, turds, the random tampon. About two weeks later a van and some workers showed up and pumped it out directly onto the grass lawn. It immediately refilled and has been that way ever since, for about 10 weeks.

Besides the obvious health hazards, there are flies crawling everywhere and getting into my unit. It stinks. I have contacted multiple state and local agencies. I spoke with the complex manager and was told on two separate occasions that they are aware of the problem but it will be complicated to fix. Gave no answer when asked why the sewage wasn't removed. This is not the only issue with this building. What are my next steps towards resolving this? (Edited to add: There is no reliable legal aid office in my area. It exists. They rarely answer the phone or return calls. Probably spread too thin)
