Photos Of People Walking Their Dogs Off-leash On A State Park Beach That Prohibits Animals Seasonally. Is It Legal To Post Those Social Media Without The Subject's Permission? New Hampshire, Usa

A little background: There's a two-mile stretch of coastline in New Hampshire where piping plovers nest during the summer. These birds are endangered at the state level and threatened federally. They nest on busy recreational beaches in the Northeast US (and a few other places) and are very controversial, especially in states that shut down entire sections of beach during their nesting season.
Most of the birds here nest on a state park beach, where all animals are prohibited from May 1st until September 30th. Outside of these dates, animals have to be on a leash at all times. There are also sections of the beach that are cordoned off during the nesting season - pretty much all of the dunes, as well as anywhere an active nest is found. But for the most part, the only inconvenience to people here is the rule prohibiting pets from being on the beach.
Still, plenty of dog owners disregard these rules and let their dogs roam the beach without a leash at all times of the year. The plovers are generally accustomed to people, but the presence of predators (like dogs) is a big disturbance to them that will negatively affect how successful they will be at fledging chicks.
Most dogwalkers I inform about the issue get confrontational and sometimes aggressive. A few nights ago, a couple cursed at me, flipped me off, and called me stupid. But, some folks seem to honestly not have known, but still aren't too happy about leaving the beach.
So - my question: if I take photos of people illegally walking their dogs on this state park beach, then post them to an Instagram page dedicated to publicly shaming these people, what kind of legal trouble (if any) could I get myself into? My intent would be to only do this for people who are excessively rude and repeat offenders.
The state park system in New Hampshire seems to require a permit for commercial use, but I wouldn't be making any money off this. Just trying to fill in a gap in enforcement and trying to help these threatened birds. And yes, I realize this is big hall monitor energy. :)

Pets are not allowed on the beach from May 1 to September 30. Pets are allowed on the beach from October 1 to April 30. Animals must be on a standard or rectractable leash not greater than 6 feet in length.
