Parent Consistently Makes Us Turn On/off Water In House Due To "leakage"

Back in January 2022, the bathroom adjacent to my room had a toilet leakage. I'm not well-versed in plumbing terms or know the exact reasoning, but from what has been speculated is that there's leakage near the shut-off valve. As a remedy to this, my father had all household members turn on/off the water when we need it (use the toilet, sink, shower, etc) to prevent further leakage and to prevent driving up the utility bill. To this day, this water problem has not been fixed, nor does any family member bother to do anything about it.
For context, my father is very handy in carpentry, plumbing, mechanics, etc. However, he is extremely perfectionist (and very OCD/hoardish) about any home renovation processes, which is mostly why this issue hasn't been resolved. He puts very little trust in home renovation companies, as he claims they cannot do good work. He's also a firm believer in DIY to prevent additional costs and do things the way he sees fit (which is good), but he never finishes what he's started. This has left a lot of unfinished projects around the house, including amenities that don't work properly, or need to use them in unconventional means. Two examples of what I mean: 1) broken AC/heating system in house (need to open windows and use floor heaters since 2023); 2) various inoperable old cars in garage/driveway because he's yet to finish assembling them (since 2019).
At first, we assumed that the problem was a pipe in the wall, and would need to remove a portion of my room's/bathroom's wall to have it inspected. We soon found that this was not the case, which was a big relief for me. The problem is that my father has not bothered to fix it nor has cared to call any plumbing services to fix it, which makes it really frustrating given how long it's been. Most of the time the water is on for about 1-4 hours in the daytime, and shut off at night. As an alternative, he's made us keep filled-up water gallon bottles by the sink should we need water to use. I think my parents have grown comfortable living this way; while it's tedious and unconventional, it's doable, which I think is why it hasn't been an urgent demand. The issue has become stagnant, and trying to get my father to fix/call for fixing has been exhausted. Believe me, we've tried. Doing it ourselves is also off the table, given how surveillant my dad is around the house and will get upset if we attempted without his "approval."
I'm not looking to take direct legal action to get my father in trouble, but I'm looking for anything that can "push" him to get this fixed. I've seen some advice point me to reviewing my city's Code Enforcement. Would this work? Is there anywhere that can be called to give him a set deadline to get this done? I'd just like to help get the ball rolling on this so it alleviates some inconvenience on the household. Any help or advice is greatly appreciated.
